John C. "Jack" Ruckelshaus

From his commitment to public service to his legal practice, John C. "Jack" Ruckelshaus' career accomplishments impact Indiana's communities and citizens every day.
After graduating from Notre Dame with his Bachelor's degree, Jack began pursuing his law degree from Indiana University while working full-time. During his last semester of law school, Jack entered public service as an Indiana State Senator and he served the State Senate from 1957 to 1964.
Jack followed up his work in the Senate with a successful run for the Indianapolis Public School Board, on which he served for four years. Then, he was part of the inaugural City-County Council in 1969. He served as a councilman until 1973.
In the 1960's, Jack launched a life-long professional relationship with firefighters and police officers. In 1966, he began providing legal counsel to the Fraternal Order of Police (F.O.P.) in Indiana. Since 1967, Jack has served as general counsel for the Indiana F.O.P. and the Indiana Firefighters Union. Jack also served as the first general counsel for the national F.O.P. and he held that post for eight years. In 1983, Jack was instrumental in creating the Legal Defense Fund for Hoosier F.O.P. members.
Jack is a member of the Indianapolis and Indiana State Bar Associations. He concentrates his practice primarily in the areas of police and fire associations, law enforcement discipline and defense, labor law and legislation.

John F. Kautzman

John F. Kautzman graduated from Indiana University in 1981 and the I.U. School of Law at Indianapolis
in 1984. He joined the firm in 1985 and served as a part time Circuit Court Commissioner for several years.
Mr. Kautzman served as the 2005 President of the Indianapolis Bar Association, and remains
on the Board of Directors as the IBA Delegate to the American Bar Association. He is a Distinguished Fellow
of the Indianapolis Bar Foundation. He maintains memberships in several other professional affiliations,
including the American Bar Association and the Indiana State Bar Association. He is a past President of
the I.U. Foundation Board of Associates, and is a Life Member of the Indiana University Alumni Association.
Mr. Kautzman also serves on the I.U. (Indianapolis) Law School Board of Visitors.
His practice includes both civil and criminal litigation, and he has served as lead counsel on a number of high profile State and Federal
Court jury trials, including the first televised Federal Court jury trial in State history. He has also
successfully appeared before both the Indiana Court of Appeals and the Indiana Supreme Court for Oral Argument. Mr.
Kautzman is listed in Who's Who, is a frequent seminar speaker, and is on the faculty of the ICLEF Trial Advocacy
Skills College. He has been named several times as an "Indiana Super Lawyer" for achieving peer recognition
as one of the top five percent of attorneys in Indiana.
John focuses his practice in the areas of civil litigation, criminal law, law enforcement
disciplinary proceedings and law enforcement liability defense.

Leo T. Blackwell

Leo T. Blackwell graduated from Indiana University with his Bachelor of Science degree in 1976 and
went on to earn his law degree from Indiana University School of Law in 1985.
Leo is a retired member of the Indianapolis Police Department. He is a lifelong member
of the Indiana State Fraternal Order of Police and served as President of the FOP Lodge #86 for four years.
Leo is a member of the Indianapolis and Indiana State Bar Associations. He concentrates
his practice in the areas of police associations, legislative practice, government law, labor law, contract
negotiation, general practice and personal injury. |

M. Elizabeth Bemis

M. Elizabeth Bemis received her B.A. in Political Science and Journalism from Franklin College
in 1989. During her undergraduate career she was actively involved in the college community serving as President
of Pi Beta Phi Women's Fraternity, Rho Lambda Greek Honorary, and Franklin College Student Foundation, acting as
student liaison with the college alumni. Elizabeth continued her involvement with Phi Beta Pi serving as an
alumnae advisor from 1995-1999.
In 1992 Elizabeth earned her law degree from Indiana University School of Law-Indianapolis. She
was active in moot court, was a member of the client counseling board, and participated in the first law disability
clinic in which students advised and counseled Alzheimer's and HIV positive patient/clients.
Elizabeth joined the firm in 1991 as a law clerk during her last year of law school. She
was an associate with the firm for six years before becoming a partner in 1998. She is a member of the American,
Indiana State, and Indianapolis Bar Associations. Elizabeth practices in the areas of domestic relations, law
enforcement disciplinary proceedings, collections, civil litigation, and appellate proceedings.

William A. "Bill" Hasbrook

William A. "Bill" Hasbrook graduated with an Bachelor's degree in English in 1970
from the University of Notre Dame and obtained his Juris Doctorate from Indiana Law School at Indianapolis in 1973.
From 1972 until 1974, Bill was a Probate Court Commissioner. In 1974, he went on to serve
Marion County as Deputy Prosecutor. He continued his role in government by becoming the Assistant Majority
Attorney to the Indiana State Senate from 1977 through 1979.
Bill is a member of the Indianapolis and Indiana State Bar Associations, He focuses
his practice in areas of personal injury, probate, collections, family law, and civil litigation.

Andrew R. Duncan

Andrew R. Duncan received his B.S. in Business (Marketing) from the Kelley School of Business
at Indiana University in Bloomington in 2002. Andrew graduated from Indiana University School of Law - Indianapolis
in May 2006 and joined the firm in October 2006. During law school, Andrew was active in Moot Court and was named
to the Order of the Barristers in 2005. He later went on to serve as an Associate Justice on the Moot Court
Board in 2006. Andrew was also a board member of the law school's Sports and Entertainment Law Society and
held the position of student liason to the Indianapolis Bar Association Sports and Entertainment Law Section.
Andrew is a member of the American Bar Association, Indiana State Bar Association and Indianapolis Bar Association. Andrew
practices in the areas of civil litigation, criminal law, family law, collections, law enforcement disciplinary
proceedings and law enforcement liability defense.
